Residents endure decaying properties, trash-piled lots and rent-to-own agreements requiring that tenants pay tens of thousands more than the appraised value of their aged trailers. In at least one case, a family purchased a home that was never titled in the name of the seller. These predatory and deceptive practices exploit desperate and vulnerable home-seekers who live paycheck-to-paycheck.
